European facility maintenance benchmarks white paper

Maintenance Costs and Facility Soft Services Practices

Is your facility spending more on maintenance than its European peers? IFMA's white paper reports an average of €28.82 per square metre, 1.9 technician FTEs per 10,000 square metres and a 54 percent preventive share. Download it to see where your operation sits and how peers handle catering, reception and security.

What you'll get

This white paper gives facility managers peer benchmarks on European maintenance spending, staffing and soft services, drawn from survey data across eight countries and multiple industry sectors.

Maintenance cost benchmarks

Average and percentile maintenance cost per square metre, ranging from €5.58 to €93.89.

Preventive maintenance mix

How spending splits across preventive, reactive and predictive work, plus the most common preventive plans.

Staffing ratios

FTEs per 10,000 square metres for six technician trades, supervisors and administrative support roles.

Soft services practices

Sector breakdowns for catering, food payment, furnishing choice, reception centers and security responsibility.

When finance asks why your maintenance budget is the size it is, "that's what the building needs" rarely settles the argument. European facility managers have had few published reference points to compare against, especially across mixed portfolios of offices, headquarters and industrial sites. This IFMA white paper gives you facility maintenance benchmarks drawn from real buildings across Europe. You can see where your costs, staffing and service practices sit relative to peers before you defend a budget, rethink a contract or argue for new systems.

It is the third and final report in IFMA's Europe Operations and Maintenance Benchmarks series, prepared for IFMA by Simplar, a research team of university faculty who specialize in facility performance measurement. The data comes from facility professionals across Europe who reported on the sites they manage over a 12-month period.

Facility maintenance benchmarks for building a stronger business case

Benchmarks are most useful when you have a decision in front of you. The paper is written for facility and operations managers, heads of FM, and anyone responsible for maintenance spend who needs evidence rather than instinct. Use it to test whether your spending looks high or low, whether your team is staffed in line with comparable facilities, and whether your maintenance strategy leans too heavily on fixing things after they break.

It also sets out how to approach benchmarking itself. You'll find a short explanation of internal, competitive and process benchmarking, along with the traits that separate productive benchmarking partnerships from ones that stall. If you're considering forming a peer group with other organizations, that section alone is a useful starting point.

Maintenance cost per square metre, staffing ratios and tracking tools

The core of the report is the maintenance chapter. It presents total maintenance cost per square metre as an average and across a full percentile spread. That lets you place your own figure within a range instead of comparing it to a single number. The total rolls up five maintenance categories, from external building and interior systems to roads and grounds, central utilities and process treatment. Each category is defined in detail so you know exactly what's counted.

Inside that chapter you'll also find:

  • How spending divides between preventive, predictive and reactive maintenance
  • Which building systems most commonly have a preventive maintenance plan, from fire services and HVAC to roofing and curtain walls
  • The maintenance tracking systems facilities rely on, from spreadsheets to CAFM, CMMS and IWMS platforms
  • Maintenance staffing ratios for six technician trades, plus supervisory, help desk and administrative roles

The staffing data is expressed per 10,000 square metres of net floor area, and the paper explains how to convert your own headcount to the same basis. That makes it practical. You can run your numbers and compare them directly with the tables, rather than guessing whether a shorter working week skews the result.

How European facilities run soft services, from catering to security

The final section turns to the occupant experience. It looks at which food and catering services facilities offer and how occupants pay for meals. It also covers whether organizations bring in an interior decorator, whether employees get any say in their furnishings, and how reception and security are organized. Results are broken out by services, manufacturing and institutional sectors, so you can see how practice differs between an office-led business and a production site.

If you're deciding whether security should sit within FM, or reviewing how your catering is set up, these comparisons give useful context for the conversation.
